Ukraine Restricts Telegram Use for National Security Amid War Concerns

Ukraine has officially restricted the use of the Telegram messaging app for government officials, military personnel, and workers in critical infrastructure, citing heightened national security risks. This move was announced by the National Coordination Centre for Cybersecurity (NCCC) via a Facebook post.

Kyrylo Budanov, head of Ukraine's GUR military intelligence agency, emphasized that this decision is not about limiting free speech but about safeguarding the nation's security during wartime. "I have always advocated and advocate for freedom of speech, but the issue of Telegram is not a question of freedom of speech; it is a matter of national security," Budanov stated.

The National Security and Defense Council (NSDC) elaborated on the threats posed by Telegram, revealing that it has been actively exploited by Russia. Russian forces have reportedly used the platform to launch cyberattacks, spread phishing schemes, deploy malicious software, track users' locations, and gather intelligence. This intelligence is believed to assist in targeting Ukrainian facilities with drones and missiles.

As a result, Telegram has been banned on official devices used by state authorities, military personnel, and employees in the security, defense, and critical infrastructure sectors. However, it’s important to note that the restriction does not apply to personal phones or individuals who use the app for official tasks.

In response, Telegram shared a statement with Reuters, asserting that it has not shared any personal data with any government, including Russia. The platform further assured users that once messages are deleted, they are permanently erased and cannot be recovered.

This ban comes just weeks after Telegram’s CEO was arrested in France and subsequently released on bail in connection with an investigation involving the app's use in child pornography, drug trafficking, and fraud.
